Last month, I knew my passport has expired.
So, I decided to get a new passport during I have been at a loose end because
of voluntary ban on leaving home due to Covid-19 catastrophe.
When I searched on the homepage of the foreign ministry to find out the
necessary
documents for a passport application, they were as follows.
@Application for the issue of a general passport (with an Exp. date of
10 or 5 years) ; 1 copy
ACertification of family register or extract of family register (original
copy) ; 1 copy
BCopy of resident register ; 1 copy
CFace photo of the passport applicant ( 45mm in length×35mm in width) ;
1 photo
DIdentity verification document (driver license,etc.)
EValid passport

It is possible for everyone to input his or her information into the form of the application
for the issue of a general passport (@) on the Web site.
By downloading them, the application can be prearerd.
The problem was how to get the original certification of the family register
or extract of the
family register.
My legal domicile is not in Kusatsu City but in Yokohama City.
I used a multi-functional copy machine installed at a convenience store
to try to get it using
my Individual Number Card , but I couldn't do that.
So I reluctantly went to the municipal office in Kusatsu to get it.
I couldn't get the original certification of my family register here too.
Accrding to a city worker, the citizens who don't have their family register at the current
address can't get it at the munincipal office of the city, ward, town,
or village in which they
live.

I wondered why everyone can't easily get it at the munincipal office of the city, ward, town,
or village in which they live in spite of the fact that they use their Individual Number Card
which is almighty to prove their identity.
I'm sure that administrative works relating to family registration aren't
still enhanced by ICT.
The only possible way is as follows currently.
We can apply for registration of using the multi-functional copy machine
at a convenience
store to the munincipal office at the city, ward, town, or village in which our legal domicile is
located.
Only after we can confirm the sign of “available for use” by the application
site for
registration after several days, we can get it on the machine at the store.

If high-speed, large-capacity information and communication network system
were
built at the munincipal office of the city, ward, town, or village, we
should get the information
for family registration in real time even in our living place by proving
our identity with the
Individual Number Card.
I was stunned to see that improvement of infrastructure for digitalization
of Japanese public
institutions is still at a level like this.

Everyone already knows that the Covid-19 catastrophe revealed a miserable
state of
digitalization in Japan most recently, I think.
They are the cases such as the following.
(1)The Tokyo Metropolitan Government knew the number of new Covid-19 cases
based on
the information of PCR test data faxed from each healthcare center and then had
announced the total number after aggregating them.
(2) In the case of an online application for a special cash payment of
100,000 yen with an
Individual Number Card, local governments were forced to cross-check
an application
data and a Basic Resident Register information.
Therefore, an online application took longer to check than a postal one
and a long delay
appeared one after another to hand out the cash in many municipalities.
In addition to it, penetration rate of the Individual Number Card is
16 %, still low.

Private companies have steadily proceeded with the digitalization of work
and the enhancement of ICT for over 10 years and have already realized
rationalization of operations
and improvement of corporate value.
Japanese administrative degitalization lags 10 years behind private sectors.
According to the 2020 UN e-government ranking announced by UNDESA(UN Department
of Electronic and Social Affairs), Japan lags far behind other states in
the world and
ranks 14th among the 193 UN member states.

One of the top-priority policies of the Suga's Cabinet launched the other
day is establishment
of Japan Digital Agency that promotes the administrative digitalization.
The prime minister vowed clearly to establish it by the end of 2021 and
deal with the delay of
administrative diditalization revealed by Covid-19 infection spread.
Minister Hirai for digital and IT, also known as tablet Hirai, also showed a willingness to deal
with the digitalization of not only administration but also the whole society.
I hope that new cabinet will take this opportunity to promote the enhancement
of ICT as
speedily as possible for improvement of services for residents.

Since high-and-thick tree branches at the edge of my backyard have violated
the airspace next-door, I thought for a long time I had to prune and clean
up them.
The tree is a semi-deciduous evergreen tree called “fraxinus griffithii”.
When I built my new house in Kusatsu City 10 years ago, it was one of the trees planted
in accordance with greening criteria of the City.
It was a low tree at that time.
But after ten years, it really grew to a height of about 10 meters and
15 centimeters in
maximum diameter, and the tree branches also to between 40 and 50 millimeters
in diameter.

This tree is so hard, too.
In past days, I tried to saw off the tree branches but had a difficult
time.
So, it has been suspended until
today.
It is impossible for me to saw off many thick branches without an electric
saw.
So, I decided to buy an electric saw.
Strike while the iron is hot. Let's try!
I searched for Amazon with a reputation for delivery time on the Internet
to fiund out the product.

According to the customer reviews, the electric chain saw(@) is very sharp, but too heavy
to prune.
It looks like it's better suited for person who has strong arms.
So, I decided to buy the cordless saw(A) that is 1 kilogram lighter than the chain saw(@).
It was delivered on the following morning after I ordered it.
When things get into my hands, I want to use them soon.
In the evening when the sun went down, I started working.
I charged the battery to full capacity and then completed the assembly
of an electric saw
in accordance with the instruction manual. It's just time to prune.

I supported the saw with a shoulder belt as its accessory to maintain the
safe pruning operation.
Since it was not so heavy, I was able to work without any trouble.
Wow! This saw is really sharp!
I used to spend much time and energy pruning a branch with my wood saw,
but could do that
in 10 or so seconds with the electric saw.
It was worth buying it.
For now, I pruned four big branches (from 40 to 50 millimeters in diameter) that
have
violated the airspace next-door.
Although I completed this work in a few minutes, it was very hard to dispose
of waste.
I have to cut up their pruned branches into small pieces to put them into
garbage bags.
It took about 2 hours to finish the work.

The following is a picture of the tree after pruning.
It was slimmed-down but some of the upper branches still violate the airspace.
I'm going to prune them at a later date.

There is another high-and-thick tree in the yard facing to the community

This could come into contact with a phone cable.

The electric saw has many chance to be used.
I intend to continue to use it regularly instead of the wood saw in the
future.
